What is ugly?

While looking for other things, I came across this quote from Sam Jacob, principal of a London architecural firm called Fashion, Architecture, Taste [FAT]:

"Ugliness . . . isn't an aesthetic. It's about a meanness, a lack of generosity. In urban planning terms, a grabbing of public resource for private gain."
